3.0.21 on Win7 gave a black video-screen with these video-files

Here is the link of the video-file: https://app.box.com/s/i2u45vnd6yxtqoaw0rxbskk7dxhl77sc The file was downloaded via yt-dlp (for win7) and is from the YT user "1Robomaker". There are some other videos that also gave a black screen, but audio is ok. VLC just does not show the video.
