Windows ARM64 - grey diagonal line / dots

I've been facing this weird issue when playing certain files on my Windows ARM64 machine using VLC nigthly arm builds (even with the latest ones). When the player window is resized, these grey dots reposition, change size etc. or even disappear at certain screen size aspect ratio.

My laptop has older Snapdragon 8cx Gen3, the iGPU should have native H.265 decoding. No issues with other files. Tried to play with Preferences -> Video -> Output (D11, D3D, none) but to no avail.

Same issue even with Screenbox player (built on VLC). Interestingly, picture is perfectly normal in the default built-in Windows 11 video player. No problems on my x86 machine as well.

File 1 is mkv with codec "MPEG-H Part2/HEVC (H.265) (hevc)": https://www.swisstransfer.com/d/a8d53837-5e10-4be3-8a92-7fa955eca149

File 2 is mkv in MPEG-1/2 (Handbrake really decreased video quality but problem persists): https://www.swisstransfer.com/d/d67c993f-d186-417d-b264-2f52207adcb8
