3.0.21 crashing on playback with RTX VSR enabled (DX11 / Super Resolution)

That did not happen with 3.0.19 but the DLL for dx11 renderer for 3.0.21 seems to have an issue with RTX VSR being enabled. VLC will not play a video, will just crash the program instead.

Replacing the dx11 DLL for 3.0.21 with the one from 19 will solve that, but any window resize / fullscreen will crash VLC or crash the rendering and VLC then becomes unresponsive.

Aspect ratio is also randomly wrong. Tried on nightly from May 6 and I get similar results. RTX 3/4/5000 required to test.

If an Nvidia person is reading this, RTX VSR is not usable in any practical way with VLC and it needs to get fixed.
