SMB support seems broken

Summary

VLC master cannot play SMB streams.

Minimal project and steps to reproduce

• Setup SMB share (I used Windows 10 built-in)
• Download latest nightly build
• Attempt to play the resource

What is the current bug behavior?

It fails to play.

What is the expected correct behavior?

It should play.

Is this a regression?

I believe so. The same MRL works in 3.0.20.
