Windows: Global hotkeys stop working when you go into another fullscreen app

The global hotkeys work as expected when you're working on other windowed apps. But when you open a fullscreen game, for example, they don't respond anymore.

I like to play some games with music in the background, controlling VLC with the multimedia keys.

I'm on Windows 11, and my VLC version is 3.0.21 (Vetinari).
