Sometimes the title bar does not appear

I tested VLC 3.0.21 (flatpak) and 3.0.20 (deb)(3.0.20-0-g6f0d0ab126b) on Ubuntu 24.04.01 LTS. Sometimes when open VLC from application menu or from file manager, the title bar does not appear. (To make appear the title bar, i have to press F11 two times or close and reopen same video multiple times till title bar appear)

Additional details:
If opened from file manager with a video, this happens for any VLC window size
If opened from application menu, this only happens if VLC window size same as screen size
