Interface does not appear when hovering the mouse cursor

In version 3.0.18, when the player is on the second screen (fullscreen mode) and I am working in another program, I could just hover the mouse over the video screen and interact with interface by mouse without taking the VLС into focus, skip intros by scroll wheel or adjust volume. But since version 3.0.19 the interface does not appear by hovering the mouse cursor if VLC is not in focus. I'm still using 3.0.18 because it's very handy for me. Can i revert this feature in newer versions? I'm talking about this panel
