Playback 4K and 8K 10bit/12bit AV1 videos causing frame drops and stuttering in VLC

[PROBLEM DESCRIPTION]

When playing back some videos as local files in VLC, performance issues within the app are observed, ranging from light to severe frame dropping. This doesn't seem to affect performance of the rest of the system, and these same video clips do not stutter to the same extent on the Media Player or Movies & TV applications.

[STEPS TO REPRODUCE]

  1. Download latest VLC Media Player (3.0.21) and one or more of the following videos (A is most obvious, B experiences the problem intermittently):

---- A. KUSHIRO_Hokkaido_Japan_8K_AV1_12bits_30fps.mkv (too big to attach)

---- B. Peru7680x4320_AV1_60FPS.mp4 (too big to attach)

  1. Open the video files in VLC and observe playback.

The videos stutter, lose frames, and generally have playback problems within VLC when they do not in the other apps.
