VLC 4.0: exported m3u playlists malformed when metadata contains Unicode characters

(I'm on Windows)

It had been happening on the version I had prior to today's version as well. I think that one was from November last year, but I'm not completely sure.

It seems that files that have forward slash (/) in the file name, such as East Side Militia - 01 - Chemlab - Suture ⁄ Exile on Mainline.flac are ignored when opening an m3u playlist, there doesn't seem to be any warning in the message console, which I believe used to happen when the file genuinely does not exist.

For example: Chemlab_rel.m3u
