[Nightly] Left arrow no longer rewinds on single press

Hello. I use your Windows 10 nightly for the dark theme, it helps reduce headaches. Since at least May 1st 2023 vlc-4.0.0-dev-win64-dccda0e1 the left arrow key no longer rewinds videos or music backwards. The right arrow key still skips forward correctly.

When I use "Customize Interface" to place buttons "Step Backwards" and "Step Forwards" onto the toolbar the "Step Backwards" button also fails to skip/rewind videos, the "Step Forwards" button works.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
