3.0.19 windows 32 bits: 1 leak handle

Starting from 16 october nightly there is 1 handle leak after every played media. https://artifacts.videolan.org/vlc-3.0/nightly-win32/20231016-0218/vlc-3.0.19-win32-e031a5cc.zip

Using vlc non stop for days i'm getting about 6000 handles leak after one week.

To reproduce the problem you can simply loop this video for few minutes or hours: New_Radio_Jingle

i guess this leak started with this commits e031a5cc 380dee80

could you please review the commits and see if something is not freed?
