Missing Release Notes for VLC v3.0.19

VLC 3.0.19 was released on 12th October 2023 and still no Release Notes have been released for this version I would normally expect to see Release Notes published below here: https://www.videolan.org/vlc/releases/ or for this specific version: https://www.videolan.org/vlc/releases/3.0.19.html

Have the VideoLAN team forgotten to publish the Release Notes?

N.B. A third party (https://www.ghacks.net/2023/10/09/vlc-media-player-3-0-19-fixes-security-issues-and-improves-av1-support/) has claimed that this version of VLC fixes two security issues (CVEs: CVE-2022-37434 and CVE-2023-5217)

It would be useful to know directly (at release) what the new version introduced and fixes.
