Exiting fullscreen doesn't directly restore window to correct state

steps to reproduce

1. put vlc into Window mode (not maximized)
2. maximize VLC window
3. put VLC in fullscreen mode
4. exit fullscreen

issue - when exiting fullscreen, window will first restore to window mode and only after that will go to original state i.e maximized mode

only happens on Windows and is reproducible on both VLC 4 and VLC 3.0.19
