vulkan video (decode) support

ffmpeg master already supports vulkan hwaccel, ffmpeg6.1 will be released soon, vlc should add support for vkvideo, which will bring cross-platform cross-vendor hwaccel.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
