VLC Windows: very slow performance when seeking this mpeg2 file.

VLC 3.0.19 when seeking the following mpeg2 video file there is a lag of 1 or 2 or sometimes 3 seconds.

No problems with MPClassic or Windows Media Player.

Is there a chance to improve VLC performance in this case?
