Hover doesn't work in the kebab menu

in VlC 4.0 (videolan@runner-yykwduqh-project-435-concurrent-0 Apr 5) hovering on menu items doesn't trigger the hover state.

KDE Plasma 5.27.4 Qt Version: 5.15.8 Kernel Version: 5.19.0-38-generic (64-bit)

p.s.:Are the weird square button backgrounds intentional?
