Never Auto Raise The Interface Is Broken

When setting "Auto raise the interface" to "Never" in Interface Settings (simple settings) or "When to raise the interface" to "Never" in Interface->Main interfaces->Qt (advanced settings), the interface still auto raises when a video in the playlist begins playing.

This glitch DOES NOT affect audio files

This glitch DOES affect video files (when played via a playlist)

This glitch DOES happen regardless of whether the interface is maximized behind other windows, or minimized, or hidden in system tray.

OS: Ubuntu

VLC version: 3.0.9.2 (VLC site says latest is 3.0.12, but from what I can tell 3.0.9.2 is the latest version available for Ubuntu, as no VLC update is currently available)
