VLC macOS arm64 nightly variant appears to be damaged

Description

The current nightly for Apple Silicon from the nightlies.v.o seems to be broken for the Apple Silicon Build,

Steps to reproduce

a) Download a nightly version, tested with https://artifacts.videolan.org/vlc/nightly-macos-arm64/20230118-0413/, it can be either 3.0.X too, https://artifacts.videolan.org/vlc-3.0/nightly-macos-arm64/20230118-0210/

b) Try to open it.

Expected Behaviour

The expected behaviour is to be similar to how Intel Binary where it says cannot be opened and later we can open by enabling from security page of system preference.

Workarounds

The current workaround is to use 4.0 Nightly which is intel64 based on an arm64 device.

Tested OS: macOS 12.6 Monterey on 2021 14" Macbook Pro with M1 Pro.
