Preferences do not take immediate effect

How generic this is I have no idea, but in VLC 3.0.18 Vetinari under Windows 11 22H2 when I select Tools->Preferences->Subtitles/OSD and deselect "Show media title on video start," it will not take effect until I close and reopen the app.
