Crop broken in 3.0.18 on Windows (D3D9)

When using the crop function, the aspect ratio changes. This does not happen in ver 3.0.17.4 (to which I reverted)

scenario: Show Extended Settings / Video Effects / Crop

Changing any control (top/bottom/left/right) causes the image to distort, as if the aspect ratio was being changed.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
