VLC Cannot seem to find libplacebo_vk_plugin.dll, but I have checked and can verify it is indeed exactly where VLC claims it is not: "C:\Program Files\VideoLAN\VLC\plugins\video_outputlibplacebo_vk_plugin.dll"

Happy to provide any more debug info or troubleshooting I can.

Using latest nightly version, LLVM and non LLVM both have the same problem:
