Control key shortcuts do not work when started in minimal view mode

When VLC media player has the preferences set to "Start in minimal view mode" the shortcut control keys do not work. For example ctrl N would normally open the "Open Media / Network" window, but this does not occur when the program is in "minimal view mode"
