fix HAVE_NEON usage in contribs

That flag was meant only for ARMv7 Advanced SIMD, before Arm made a mess of everything by using the same name also for AArch64 SIMD.

We don't need to know arm64 has NEON support.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
