Can't install VLC on Fedora Rawhide

when I do sudo dnf install vlc there is an error saying that libFLAC can't be installed, and thus the vlc installation aborts. This has been happening for about a week now.

 Problem: package vlc-1:3.0.18-0.1.rc.fc38.x86_64 requires libvlccore.so.9()(64bit), but none of the providers can be installed

  - conflicting requests
  - nothing provides libFLAC.so.8()(64bit) needed by vlc-core-1:3.0.18-0.1.rc.fc38.x86_64
