3.0.18 regression: wrong video scaling on fullscreen

Setting fullscreen with VLC 3.0.18 on default settings (caopengllayer) results in wrong sizing (it has the same size as of the previous windows version before fullscreen):

Seems to be a regression from !1871 (merged), reverting both commits fixes the issue again.
