vulkan-loader contrib is built dynamically

After the following patch upgrading the contrib:

The contrib is now built dynamically instead of statically, which makes the dll missing on Windows and makes the module using the loader unusable.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
