RTSP GET_PARAMETER "keep-alive" ping not working or disabled.

Apparently this might be a re-opening of Ticket #1881 (closed). Feature was working in 0.8.6d. Broken in 0.8.6e and subsequent releases. Confirmed not working in 0.9.9a.

Some appliance MPEG-4 encoders require a periodic - 15-20 second interval - keep-alive message while running RTSP services, in the form of GET_PARAMETER. This keep-alive is not working and therefore some RTSP-capable encoders (known: Optelecom C40e) will timeout 20-25 seconds after start and halt stream output. VLC will then respond after an additional 10-second timeout with a TEARDOWN.

Bug was traced to live555.
