MPEG2 PS EIA-608 subtitles (c608) display garbled

Steps to Reproduce

1. download file (1.4 GiB; sorry it's so big) https://drive.google.com/file/d/1bLL84cxXQpf5HeYOQATA8NcAPL1NFm6m/view?usp=sharing
2. Play with VLC
3. Ensure "Closed captions 1" is enabled.
4. Skip to about 1:20 for dialog
5. Let it play, dialog starts at about 1:26

Reproducibility

With that and similar files, always. ccextractor and Xfce's Parole Media Player produce subtitles as expected.

These files were produced by MythTV's "lossless" cutting from an MPEG-2 ATSC broadcast.

What I see

Subtitles are garbled. It appears that sets of two characters are swapped, example:

Other thoughts

The line break in the wrong place in the first example may be a separate issue. Similarly with the missing "n" in "again" in that first example.

If I understand correctly, these captions are transmitted two bytes at a time with each frame. Could this be related to frame reordering?
