AAC resample issue on Linux

found a weird issue, there is a Movie from 1993, .mp4 h264 aac 44.1khz st https://archive.org/details/journeyinside

video stops/freezes at 50%, but only with VLC, all other players work ok, mpv, xine, and firefox browser...

the reason: AAC Audio codec,

USB sound interface is set to 48khz in pulseaudio, everything works ok, except this movie...

somehow aac creates a conflict...

i had to split the video and audio with MKVToolNix GUI, resample the audio to 48khz in Audacity and export to .mp3 stereo

if i try to convert the .mka aac extracted audio file from 44.1khz to 48khz in VLC, does the work, if i increase resample quality, time increase Normal, but fails to write the file, creates a 0 kb file.

joined the 48khz .mp3+mkv and works ok.

i may have buffers set too low, but only fails with this. Buffers should be in 1 place and have a Reset to Default All Buffers Button. But Buffers should Not affect Converting a file in VLC, is Not RealTime.
