Green window when opening h.264 videos using d3d11 HWA on vlc 4

VLC displays a green screen when using d3d11 HW acceleration decoding but not on d3d9 HWA decoding ,but it still displays a green window when using video filters(gpu=amd radeon 7640g) . Also the video playback stutters with h.264 files.
