[3.0] libupnp 1.14 bump break on windows nightlies

The backported version of the patches isn't working anymore on windows.

There's a socket bind error at libupnp library initialization.

!1933 (merged) is an attempt to partially address the issue until a solution is found upstream.

Somehow I can't reproduce on 4.0 master so it might also be a backporting mistake.
