No volume and volume percents are shown differently. scrolling only goes from 0% to 5% volume.

When I open a video file in VLC, even if it is a video file I know works and have used in VLC before, a regular MP4 file, there is no audio. If I scroll to change the volume it does not change anything except tell me that the volume has changed from 0% to 5%. I cannot scroll further as when I do the maximum it goes to is the 5%. What is strange as well is when I scroll to change the volume, the volume indicator on the media buttons bar does not change a bit. Strangely this volume indicator CAN be changed past 5% but does not impact the volume whatsoever. They are somehow unlinked and what I presume is the correct volume indicator cannot be changed past 5%. I tried to reinstall the software and get the newest version. Issue still persists.
