Direct Draw / DirectX fullscreen output doesn't work in windows 11

Steps to replicate: All Settings:

Video > Embedded video off
Video > Fullscreen video output on
Video > Output modules > Video output module > DirectX (DirectDraw)
Video > Output modules > Direct Draw > Name of desired display device > set to secondary monitor (\.\DISPLAY2 for example)

Behavior observed:

playback window flashes briefly on main window then disappears
toggle fullscreen off (video menu) and video will drop to windowed mode on correct display
toggle fullscreen back on (video menu) and fullscreen will work

This worked fine in windows 10 but I've been able to replicate it across multiple windows 11 PCs
