Add support for casting to LG webOS TVs (DLNA)

LG webOS TVs do have DLNA support. For instance XCast app on Android can cast to the TV:

As well as YouTube and others.

But the VLC player 3.0.16 on Windows 10 does not see the TV. The "Renderer" menu just says "Scanning..." forever.

It would be great if VLC was able to cast to the LG TVs directly (to avoid having to setup a Chromecast for that).
