"Always on top" not reliable working

Version: 3.0.16

Plattform: Windows 10, 21H2, all updates until march 2022

Videocard: GeForce GTX 1660 Super TI

Problem:

The option "View" -> "Always on top" is not reliable working. Sometime it work, sometime not. If it's not working you must restart VLC. Check on and off the option alone is not working. It doesen't matter if VLC will start by using the vlc.exe or starting over a video file.
