VLC on Windows 11 First Launch Slow (takes more than 60 seconds)

Hello all. VLC works perfectly on Windows 11, except for the following issue:

It takes more than 60 seconds to open VLC, the first time, after starting Windows 11. I don't have bloated software, and no apps run at Windows startup (except for system default apps). All other apps (like Microsoft Word, or FileZilla) work normally and start immediately after booting Windows.

OS: Windows 11 Version 10.0.22000.556

VLC: 3.0.16 Vetinari
