VLC 4: CSD resize doesn't work after video fullscreen

steps to reproduce

  1. Play a video
  2. Go to fullscreen
  3. Exit fullscreen and move to window mode
  4. CSD resize doesn't work

tested on Windows 10

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
