FTP directory encoding error

The FTP access takes a quick-and-dirty shortcut in handling URL encoding (#2982 (closed), 56ddc63b). This worked so long as only "files" were supported, but it breaks with directories. See also !858 (closed).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
