Add option to always disable subtitles on playback start

In recent months, there are frequent requests to not show any subtitles on playback start even if they are available. The existing option to disable OSD is not helpful as the media title and the volume/position overlays are still desired, just not the subtitles.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
