RTP: Vorbis/Theora out-of-band configuration

The configuration (i.e. extra data) can be carried out-of-band in the SDP or in-band in RTP packets. So far, VLC only supports the latter. In the earlier case, the configuration needs to be extracted from there if present, otherwise the stream cannot be decoded.
