VLC 4: Unclear how to create a new playlist

The empty state view for the playlist section should explain how a new playlist is created. Currently there is only a "Browse" button which is not helpful for playlists as far as I can tell.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
