VLC 4: Double-clicking window titlebar regardless of speed maximizes it

Double clicking on the window title bar even with several seconds of delay between clicks will invoke the change between window/maximized modes even though this should only happen on a proper double-click with the double-click delay configured in the OS.

Tested with VLC vlc-4.0.0-dev-win64-17e10e0a on Windows 11 Pro 21H2 Build 22000.318
