VLC 4: Titlebar wrongly causes hover effect on items below it

When an item is behind the windows titlebar and the user hovers with the cursor over the titlebar, the item behind it is incorrectly highlighted by the hower, as if the actual item was hovered with the mouse. However with the window toolbar at the top hovering correctly does not cause the item behind it to highlight, so it seems to be an issue with only the titlebar possibly limited to Windows.

Tested with VLC vlc-4.0.0-dev-win64-17e10e0a on Windows 11 Pro 21H2 Build 22000.318
