VLC 4 on Windows 11 doesn't display correctly

I can install VLC but it wont open and quickly breaks my windows 11 VM install (tried 2 times). Nothing happens for a while, then programs start crashing, then windows becomes unusable. Looking at task manager it use all my RAM and has high CPU usage.

Versions:
VLC: 7th November 2021 nightly build
-OS: Windows 11.0.22000.258

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
