Cover art stored in cache not updated correctly

Summary

When I open any file that includes cover art, VLC stores a copy of this art in cache (%APPDATA%\vlc\art in Windows). When I change the cover, it is updated in file BUT NOT in cache.

As an effect:

• every other MP3 player shows current cover art (always read from file upon opening it)
• while the same file opened in VLC always shows some old / outdated / cached art

Steps to reproduce

1. Open any file having cover art embed in-file. See it in main windows
2. Go to metadata and upload new cover. Click on "Save Metadata" (once it appears -- #14928)
3. Close file and re-open it.

Expected behavior

VLC shows actual cover / read from file.

Actual behavior

VLC shows outdated / cached cover.
