VP9 Encoded Video Kills VLC

I've been trying to encode something in a compact fashion for a project and seem to have created a file which while valid (and plays on Chrome and MPC-HD) will immediately crash VLC and other programs that internally use VLC (e.g. NeosVR).

It's 40x30px, 1Kbit video with mono Vorbis audio.

VLC doesn't appear to create a crashlog/dump when this happens so I can't add any logs unfortunately.
