(VLC 4.0) Windows 7 style borders appear briefly while exiting fullscreen

Edit: It appears when exiting fullscreen , either by closing the window or pressing F.

Quick repro: hold down F

If VLC 4.0 is closed while in fullscreen, windows 7 style borders and title bar appear briefly on the screen (I am on Windows 10 20H2)
