Playback failure: DVDRead could not open the disc

When I open DVD, which path contains russian symbols (for example C:/some_path_with_Russian_letters/dvd/), I get error - "Playback failure: DVDRead could not open the disc..." When I change the path to C:/some_path_without_Russian_letters/dvd, VLC reads the DVD normal.

The problem appeared in version 3.0.13, in versions 3.0.12 and below the problem was absent

Windows 10 x64, VLC 3.0.14
