VLC-3.0.13 open two windows for one video

Whenever I want to play video it create two separate windows for one video file, I did check Tools -> Preferences -> Allow only one instance as well as Allow only one instance when started from file manager also, but it didn't fix my issue. my OS is LMDE V4
