Hotkeys for next/previous files

I have switched from MPC Player to VLC. I changed the next and previous video hotkeys to Page Up and Down like MPC player. This works fine if I open a file or folder in VLC, but does not work if I open a file from Windows File Explorer. It stays on the same video when I press the Page Up or Down key.

When I remap full screen to F11 it also does not work. It does not go to full screen.
